Fraunhofer (sp?) Layer 3 Encoder does it nicely (and it's like 5 years old). I think I have it somewhere around, all the sites that had it were closed due to the legal action of Fraunhofer. Their codec is a part of Windows nowadays, but you'd have to do it manually one by one using Sound Recorder.
With that Encoder, it converts all .wav files to Layer 3 (mp3) compressed *.wav* files. If you just convert them to .mp3, it won't work.

if you converted then unconverted wouldnt they be smaller because they lost the unhearable sounds?

No, the wav format doesn't care what sounds are there or the quality of the sound. It will go back to its original size I believe or there abouts.
